A cross-repository continuous integration relay mechanism proposed by PyTorch that allows out-of-tree hardware accelerator backends to stay synchronized with PyTorch upstream CI. Through a decoupled signal-triggering approach, downstream backends automatically run their own test pipelines whenever upstream changes occur.
