ConceptExecutable Scope Contract
Executable Scope Contract
A core design element of the PASAC framework. It requires an agent to declare its operational scope in a machine-verifiable form before starting a task, with terms that can be checked in real time by an independent egress enforcement component at runtime. Behavior beyond the contract scope should trigger degradation or termination.

An enforceable scope contract requires the agent, before starting a task, to declare not only what it will do but also, in a machine-verifiable form, which resource set, which network egress, and which time window it is permitted to operate within.
