UTF-8
A variable-length character encoding for Unicode that is compatible with ASCII. It is the most commonly used text encoding standard on the Internet and in modern systems.

Character encodings (Shift_JIS, Windows-31J/CP932, EUC-JP, UTF-8) and malformed byte sequences are among the first things to break when enterprise data pipelines move CSVs across systems.
Rust's string slice `&input[..n]` indexes by byte, and if n falls in the middle of a multi-byte character it slices out an invalid UTF-8 sequence, which Rust detects at runtime and immediately panics on.
Windows PowerShell defaults to the system code page (e.g., GBK/CP936 in Chinese environments, CP932 in Japanese environments), while modern CLI tools generally read and write stdin/stdout as UTF-8, causing garbled non-ASCII characters when passed through pipes.
To fix non-ASCII pipe garbling in PowerShell, you must set all three of [Console]::InputEncoding, [Console]::OutputEncoding, and $OutputEncoding to UTF-8.
The highest bit of an ASCII byte in UTF-8 is always 0, while the leading and continuation bytes of multibyte sequences always have their highest bit set to 1, so SIMD can be used with bitwise AND + movemask to identify pure ASCII segments in bulk.
Byte-level modeling reduces text granularity to individual UTF-8 bytes, shrinking the vocabulary to 256.
Python 3.15 defaults to UTF-8 when no encoding is specified, no longer relying on the system locale.
Character encoding (UTF-8, GBK) and line endings (CRLF on Windows vs. LF on Unix) can cause problems during delimiter conversion.
<meta charset="UTF-8"> specifies the character encoding as UTF-8 to prevent garbled Chinese text.
Ken Thompson is the co-inventor of the Unix operating system, the designer of the B language, the co-inventor of UTF-8 encoding, and a co-designer of the Go language.
