Risk-Averse Online POMDP Planning

An online POMDP planning approach that applies CVaR to the per-step immediate cost of the belief state rather than to the value function. This formulation preserves the standard MDP structure, allowing existing expectation-based planners to be adapted into risk-sensitive planners, while providing end-to-end theoretical performance guarantees.
