According to the European Commission's DSA policy page, platforms with more than 45 million monthly active users in the EU can offer a non-personalized feed option, letting users choose between algorithmic recommendations and chronological ordering.
The non-personalized recommendation option is a representative obligation for VLOPs. Platforms that do not meet the 45 million monthly active user threshold are still subject to the DSA's general rules, but the intensity of the obligations is clearly different.
Article 25 of the DSA contains provisions on prohibiting "dark patterns", and Articles 34-35 require VLOPs to assess and mitigate risks to physical and mental health, which is the legal basis for the European Commission's scrutiny of addictive design.
