开源 Agent 框架，采用 THINK → ACT → DECIDE → THINK 三层锁定循环架构，将思考、行动、决策职责拆分到独立层级，强调可审计的执行轨迹与诚实降级机制

VQ Agent Core 采用 THINK → ACT → DECIDE → THINK 的锁定循环架构，将智能体职责拆分为三层。
VQ Agent Core 的 ACT 层由 needle_router.py 承担，底层使用 Needle 2（cactus-needle==2.0.15）的语法约束函数调用。
VQ Agent Core 在路由置信度低于 config.yaml 中 router.confidence_threshold（默认 0.7）或请求有歧义时，会调用 _decide_gate() 进入 DECIDE 层。
VQ Agent Core 将每次运行事件写入 runs/run-<timestamp>.jsonl 文件，每次运行一个文件，形成完整审计轨迹。
VQ Agent Core 的 THINK 层在没有可用本地模型时，understand() 会返回带 via="skipped" 标记的原始请求而非隐藏该情况，compose() 返回事实性结构化摘要而不编造内容。
VQ Agent Core 的 DECIDE 层由 deciders.py 工厂实现，通过 config.yaml 中的 decider 键选择（jev | local | auto），包含 Jev、Strands Decider 2B、Laya、基于提示词的本地 LLM 四个后端。
VQ Agent Core 的 should_escalate() 机制在自动决策后端不可用或返回高概率时，将控制权交给人类而非勉强作答。
VQ Agent Core 的四个 DECIDE 后端暴露相同接口：decide()、classify_reply()、score_lead()、should_escalate()，切换后端只需修改配置值而无需改动调用代码。
VQ Agent Core 的 Needle 2 在桌面端通过 ctypes 进程内运行，或经 HTTP 连接到 needle CLI 二进制文件的 serve 模式，该模式也用于 Termux/Android 部署。
VQ Agent Core 目前没有 UI、没有托管服务，本地 DECIDE 后端需要 PC 级机器，是可用基础而非成品。
